Raphael 'Rafe'  Cortez

The individual currently operating under the name Raphael Cortez first appeared in surviving records during the late nineteenth century. Despite numerous sightings across more than a century, no verifiable birth records, immigration documents, or confirmed prior aliases have been located.

Subject was flagged by this office following the Barnes family homicide near the Rosewood Zoo. Surveillance also places Subject at the scene during the confirmed destruction of a vampire nest, alongside GA-0117 (see: Gabriel Ashford). Subject's eyes were observed exhibiting amber luminescence during the incident — a trait not previously documented in prior sightings.

Subject and GA-0117 were subsequently traced to a reservation at the Belmont Hotel, Room 3369, under the names "Raphael Cortez" and "Gabriel Ashford." Hotel records were later found to contain no trace of the reservation. Front desk staff have no memory of either guest.

Witness statements describe Subject as evasive, needling, and unusually difficult to hold to a direct answer — repeatedly deflecting questioning with humor. Subject was overheard referring to Detective Dorian Blake by an affectionate nickname ("cherub") of unclear origin, suggesting a familiarity inconsistent with a first meeting.
